A Shoot-Out occurs at the end of regulation time when the district or both coaches agree to a shootout before the match begins. We have provided the basic mechanics for managing a shoot-out. Be sure to read the attached Shootout Procedures Document and Shootout Presentation as they contain additional information on procedures, positioning and responsiblities.

Preparation:
Ref 3 Minutes between end of regulation time and start of shoot-out
Ref Chooses goal for shoot-out (Do this before the start of the game)
Ref Visiting team must kick first (per UIL)
Teams Any player on the roster who is still eligible can participate in the shootout.
 
Positions:
AR1 35 yards from goal
AR2 On the goal line at the edge of goal area
Ref Opposite AR2 at top of penalty area
GK T2 At least one foot on goal line
GK T1 Behind AR2, off field where penalty area line meets the goal line
K T1 Near AR1 - 35 yards from the goal(Visitors kick first)
K T2
In center circle (Kicker can not be changed once they have entered the center circle)
Teams All other players and team personnel shall be behind their touchlines in the designated team areas
 
Attempt:
Ref, AR2
Record players' number
K T1 Places ball anywhere along 35 yard line
AR1 Checks placement of ball, tells player that play will begin when the whistle is blown and looks to Referee
Ref Checks with GK and AR2, then nods to AR1 when ready
AR1 Turns back on goal, raises flag, confirms with player  and then simultaneously blows whistle, starts timer and lowers flag
AR2 Starts timing on AR1's whistle
AR1 Watches timer. At 5 seconds, simultaneously raises flag and blows whistle
AR2 Watches K and stops timer at instant shot is taken, then watches to determine if the ball completely crosses the goal line
Ref Watches GK and K for any fouls and/or misconduct
GK May move off goal line on AR1's signal
K May start to play the ball on AR1's signal
 
End of attempt:
K Allowed only one shot on goal
K No rebound attempts are allowed (i.e. after the ball touches the goal posts, cross bar or the goal keeper
K Kick must be taken within 5 seconds. Ball can still enter goal after 5 seconds
K Play is dead once the ball comes to rest or if Kicker commits a foul
AR2 Checks timer to see if kick taken within 5 seconds, nods to Referee if goal is good, gives agreed upon signal if not
Ref Checks with AR2 for signal, then makes appropriate goal or no goal signal
Ref AR2 Record outcome of kick
 
Conclusion:
Kickers Kickers alternate shots for a total of 5 kicks each or until an insurmountable goals have been scored
Kickers If there is no winner after 5 attempts, teams will continue taking alternate shots until one team attains one more goal than its opponent.
 
Miscellaneous:
  • The first ten attempts by each team, must be taken by different kickers.
  • If the team has less than 10 eligible players, then no kicker on that team can repeat until all players have kicked. In this situation, the opposing team will NOT reduce to equate
  • The 10th kicker can also be the 11th kicker
  • GK may be freely substituted for
  • Once a player enters the center circle as a kicker, that player may not be substituted for
  • If the GK leaves the goal line before the play has been started by AR1, the kick will be stopped and retaken
  • Any other foul by GK will result in penalty kick, regardless of where it occurred, if no goal was scored.
  • The PK must be taken by the fouled kicker, unless injured. If injured, a substitue can be made but both the original kicker and the substitute must wait until the next batch of 10 kickers before they can take the next kick.
  • Any foul by the K ends the attempt with a no goal result
  • Normal misconduct rules apply (i.e. caution or send-off) for both the GK and K.  Send-off can be applied for denying a goal (i.e. keeper, while outside the PK, stopping with his hands a shot headed for the goal).  No sendoff is applied for DGSO.
  • If the GK is cautioned, they must be substituted for and cannot participate in the next kick (i.e. If PK is to be awarded, the GK must sit out the PK and the next kick by his team and can then return at the next attempt by the opponent.
